  1. Open a new transparent image 200 X 200.
  2. Flood fill with your choice of color. (I used color #A78181 .)
  3. Duplicate the layer. (Layers, Duplicate) or (Alt, L, U)
  4. Add Noise set at 100% random. (Effects, Noise, Add) or (Alt, T, N, A)
  5. Add the Soft Plastic Texture Effect. (Effects, Texture Effects, Soft Plastic) or (Alt, T, T, P)
    Settings:
    1. Blur: 10
    2. Detail: 15
    3. Density: 30
    4. Angle: 315
    5. Color: White
  6. On the layer palette, on the Copy of Layer 1, change the Layer Blend Mode from Normal to Luminance.
  7. Then move Layer 1 up on top of the Copy of Layer 1 and reduce the Layer Opacity of Layer 1 to 75% or your own preference.
  8. Save as a jpeg at 10% for background or texture fill use.
