Neon Tube

  1. Open a new image of 16 million colors that is 1024 pixels wide by 20 pixels high with a black background.
  2. Click on the foreground colour in the color palette and type in the following values: Red-255, Green-250, Blue-1 (#FFFA01).
  3. Click on the background color and type the following values: Red-255, Green-113, Blue-1 (#FF7101).
  4. Double-click on the selection tool to bring up the Select Area dialog box. Type the following values: Left-0, Right-28, Top-0, Bottom-20. Click OK and a selection box is created according the dimensions you specified.
  5. Click on the Flood Fill tool. If it isn't already open, open up the Control box by typing the letter O.
  6. Click on the Fill Control tab and set as follows: Fill Style: Linear, Gradient, Match Mode: None, Tolerance: 0, Opacity: 100. Click the Options button. Type 270 in the degree box. Click OK. (You can close it now by typing O again.)
  7. Click in the selected area with the flood fill tool.
  8. Double-click the selection tool again and type these values: Left-28, Right-56. The Top and Bottom values will remain the same. Click OK to create a selection box to the right of the first one.
  9. Click on the double-headed arrow between the foreground and background colors in the color palette to reverse them.
  10. Click in the newly selected area with the flood fill tool.
  11. Save and done!

You could also save the image in 256 colors, make the black background invisible, and save the image to .gif format so that you can use this border against any color of background.
