With Paint Shop Pro, it's easy to make text that looks like it's on fire. First, open a new image of any size and any background color. Select the Text tool and type the text into the text box. Make sure the Floating option is checked and click OK. Position your text where you want it on your image. Do not deselect. Choose Image, Effects, Drop Shadow and add a red shadow with Opacity set to 100, Blur to 10, and Vertical and Horizontal set to -4. Click OK. Now do the same thing again, with the same settings to make the shadow darker. Click OK.

Now, choose Image, Effects, Drop Shadow again and add another red shadow. The only thing you want to change are the Vertical and Horizontal settings to +4. Do this twice. Now deselect the text (Selections, Select None) and click the Text tool. Use the same text and font that you used the first time and position it right on top of the shadowed text.
